Senior Manager, Fixture Purchasing

GENERAL PURPOSE:

This role is responsible for leading all purchasing import and domestic, inventory planning, financial planning and management for the Store Operations Fixture Purchasing team across all Ross and dd's stores.

This role leads a team of associates consisting of Sr. Financial analyst, Inventory Data Analyst, Data Manager, Purchasing Lead and two Agents in the purchasing of fixtures and/or equipment, vendor negotiations, vendor inventory status, and acts as liaison between corporate headquarters and vendors on project status and purchasing issues. Conducts research and analysis to ensure high quality and cost effectiveness of fixture purchases to support all store projects. Manages processes and procedures to deliver fixture projects on time and on budget.

This role also leads and manages all ongoing inventory and financial planning. Responsible for fixture budget planning, monthly forecasts and reconciliation for New Stores, and analysis of the impact of any fixture cost and prototype updates.

This role is responsible for supporting stores through the management of RVP budgets, fixture transfers, and fixture requests to ensure our stores are safe for associates and customers and consistent with our brand image.

ESSENTIAL FUNCTIONS:

Purchasing of fixtures

• Leads a team of purchasing agents in the purchasing of fixtures and/or equipment across all store operations businesses, including New Stores, Remodels, Special Projects, Field discretionary accounts (RVP discretionary and Small Fixture requests), and rollouts (i.e., Store Refresh program).

• Proactively interacts with Store Planning and Design (SP&D), Finance, Strategic Sourcing, Merchandising and various corporate headquarter departments on fixture purchasing needs and invoicing issues.

• Coordinates purchases with manufacturer's lead time and shipping to ensure timely deliveries.

• Ensures that all items purchased are properly bid and negotiated according to accepted purchasing standards.

• Maintains SOX compliance and reporting in all purchasing processes. Provides roll up reports and analysis on fixture and freight costs for projects as requested during the development of capital expense requests for all special projects.

Inventory Planning and Management

• Leads an Inventory Data Analyst responsible for proactively forecasting fixture inventory needs across all store operations business, including New Stores, Remodels, Special Projects, Field discretionary accounts (RVP discretionary and Small Fixture requests), and fixture rollouts (i.e., Store Refresh program).

• Ensures domestic and import inventory commitments meet all project execution timelines, communicates on-hand inventory levels, and makes recommendations to avoid shortages and mitigate liability from slow moving and/or obsolete inventory (i.e., SMOI).

• Accurately accounts for prototype changes and impact to budgets and on hand inventory.

Financial Planning and Management

• Ensures all budgeting and forecasting activities are executed in a timely and accurate manner, including 5-year and yearly fixture budgets, monthly forecasting and reconciliation, monthly and year-end close, expenditure log maintenance, and open commitments and purchase obligations.

• Uses financial analysis of fixture costs, usage, and fixture prototype changes to identify and communicate risks and opportunities in the fixture budget/forecast across all business. Ensures all fixture purchases meet budgets and agreed upon savings targets.

• Manages discretionary accounts in partnership with Field leaders. Prepares and implements bid/quotation requests and/or enter into price negotiations to ensure the most economical purchases for Ross Stores on quantity buys. Participates in the development of prototype documents for bids, quotes and contract agreements.

Vendor Management

• Serves as primary point of contact for all fixture and logistics vendors. Maintains constant verbal and written communication with fixture and logistics vendors to analyze and evaluate vendor performance throughout the order, production, delivery and invoicing process.

• Identifies risk/opportunities in the current vendor portfolio and develops recommendations. Works with Strategic Sourcing to initiate RFPs, update and develop contracts and SOWs, and identify vendor capabilities and financial stability. Monitors all aspects of fixture and logistics vendor performance and makes recommendations on vendor relationships based on performance.

• Actively participates in the costing and vendor selection for new prototype fixtures as they are processed through design development to approval. Serves as escalation point of contact for fixture and freight related issues on all Store Operations fixture projects and rollouts.

Leadership

• Directly responsible for the leadership and overall development of Sr. Financial analyst, Inventory Data Analyst, Data Manager, Purchasing lead and a Purchasing Agent team.

• Ensures ongoing training and accountability on all purchasing, inventory, and financial processes across their respective team and other teams on the Store Planning, Process, and Execution team.

• Proactively engages and works with the Store Ops. leadership team, Stores Finance team, Store Planning and Design team, Strategic Sourcing team, Fixture vendors, Field leaders, and others as required on all purchasing, fixture inventory, and financial processes and projects.

Process Management

• Owns development and documentation of all purchasing, fixture inventory, and financial processes. Ensures processes and tools are in place to support the Purchasing team with effectively executing against all fixture inventory and financial plans in a multi-vendor environment.

• Routinely assesses execution of all processes, designs feedback loops to identify process gaps and opportunities, develops and implements recommendations.

Store Operations Leadership

QUALIFICATIONS AND SPECIAL SKILLS REQUIRED:

7+ year related experience. Experience managing teams.
BA/BS degree required; MBA or relevant additional education is preferred
Advanced Microsoft Office user (PowerPoint, Word, Excel, Access, Tableau
PeopleSoft E-pro preferred
Financial acumen (budgeting, forecasting, month end close, etc.)
