GENERAL PURPOSE:This role will primarily support the day-to-day technical building and facility operations as well as supporting the long-term strategic direction for our New York Buying Office (NYBO).
The base salary range for this role is $102,500 - $156,350. The base salary range is dependent on factors including, but not limited to, experience, skills, qualifications, relevant education, certifications, seniority, and location. The range listed is just one component of the total compensation package for employees. Other rewards vary by position and location.
ESSENTIAL FUNCTIONS:
- Responsible for managing and directing the technical building operations for the NYBO which included establishing and managing all facility and engineering processes, policies, and procedures.
- Examples include internal/external work orders, asset lifecycle, preventative maintenance, repairs and maintenance, replacements, upgrades, sustainability, and energy management initiatives.
- Oversee maintenance and operational programs and testing for, electrical systems, and HVAC systems and ensure that the workplace supports the health and safety of all employees and visitors and that all activities are managed in accordance with local laws and codes.
- Manage and develop external partners (facility management firm and various contractors) to ensure optimum utilization and highest-level standards are maintained, contract objectives are achieved, and expectations are consistently met.
- Manage all third-party vendors in accordance with scope, schedule, budget, service levels, key performance indicators and quality metrics to deliver predictable results
- Ensure the proper specification, installation, commissioning / testing and ongoing maintenance programs for all MEP (mechanical, electrical, and plumbing), BAS (Building Automation System), vibration monitoring, elevators, steam system and fire equipment and systems are established and maintained.
- Operating Expense and Capital Budgets
- Create manage and control operating budgets, related to building and facility repairs and maintenance projects
- Assist with the development of capital project budgets
- Review and estimates and design costs including equipment, installation, labor, materials, preparation, and other related costs.
- Develop long term strategic capital plans for end-of life assets.
- Create presentations and prepare financial analyses as required for maintenance and capital project upgrades/improvements.
- Managing and maintaining internal relationships with process partners and key business contacts as required.
- Establish and grow strong and effective working relationships with local staff including senior management and process partners.
- Develop short and long-term strategies for deploying the facility management and engineering functions across the organization and assigned portfolio of Corporate Properties.
- Establish, maintain, and evolve facility engineering service levels and support models to preserve capital investments and maintain appropriate workplace environments.
- Provide technical expertise and guidance on building and power related and energy management systems, infrastructure, building management technology systems, etc.
- Develop, document, execute and control facility engineering standards, processes, procedures, and policies.
- Lead efforts with other Property Development employees to ensure consistent facility engineering practices in all other corporate offices.
- Negotiate and administer facility engineering services, materials, and equipment contracts as appropriate. Deliver predictable, on-time results
- Assist with the Project Management function for construction related to facility engineering and construction improvements and projects. Identify challenges and implement solutions to deliver predictable results.
- Coordinates with architecture/engineering firms in developing design criteria and preparing layout and detail drawings.
- Inspects construction and installation progress for conformance and assist to establish drawings, specifications, and schedules.
- Ensure that third party tenant technical systems are supported and held accountable in accordance with their leases.
- Manage the development and implementation of facility engineering technology and automation solutions to increase ecological sustainability and operational efficiency.
- Identify energy efficiency programs including equipment upgrades to reduce operating expense and improve reliability/performance.
- Support the Rock Hill, SC Data Center, and other Ross properties as required.
- Maintain building asset capacity charts, utilization, and load profiles to ensure alignment with demand.
- Develop, organize, analyze, and present results for operational issues and engineering projects of moderate scope and complexity.
- Develop criteria and performance specifications required to meet unique operating requirements and building and safety codes.
- Assist, when required, with the preparation of bid sheets and contracts for construction and facilities acquisitions.

QUALIFICATIONS AND SPECIAL SKILLS REQUIRED:
- Minimum 10-15 years of hands-on experience in managing complex technical building systems in a corporate campus environment.
- Bachelor's degree in engineering; or equivalent experience.
- Demonstrated ability in managing tactical execution while maintaining a strategic focus.
- Proven business and financial acumen.
- Excellent written and verbal communications skills; ability to convey messages clearly and concisely.
- At-ease working individually and in teams, and at all levels of the organization (internally and externally).
- Experienced in all aspects of financial planning and management from a cash flow and P&L perspective; familiar with GAAP accounting principles.
- Comfortable with levels of ambiguity and managing multiple priorities simultaneously.
- Ability to influence, manage conflicts, solve complex problems, and lead people and activities.
- Strong technical and working knowledge of building structural, mechanical, electrical and plumbing systems, as well as maintaining regulatory compliance.

- Job requires ability to work in an office environment, primarily on a computer.
- Requires sitting, standing, walking, hearing, talking on the telephone, attending in-person meetings, typing, and working with paper/files, etc.
- Consistent timeliness and regular attendance.
- Vision requirements: Ability to see information in print and/or electronically.
- Be available to oversee work at night, and on weekends when necessary.
- This role requires full-time in-office presence, including to engage in in-person team interaction, meetings and collaboration, client support, mentoring, coaching, and/or feedback.
