Sr. Specialist - Transportation Procurement

GENERAL PURPOSE:

The primary role of this position is to support and supervise specialist team responsible for Transportation Contracts, Claims and Other Support Responsible for contractual administration, procurement analytical support, claims recovery, rate filing activities and controls representing financial obligations exceeding $600M in annualized spend.

This position will coordinate Transportation Procurement activities across all modes and transportation providers in support of: Transportation Claims Administration with a value of over $1.9M. Contract management support for a $600M+ annual contract spend. Execution of analytical processes, recommendations, and a logical process to support cost controls, required service levels and process improvement. Responsible to foster professional and ethical business relationships driven by fair, logical and objective activities for all providers and transportation vendors.

ESSENTIAL FUNCTIONS:

Contract Management:
  • Develops Ross transportation contracts and addendums in partnership with Procurement Managers and carrier providers.
  • Ensure contract language complies with Ross Legal and Risk Management requirements and are extended or closed prior to expiration dates.
  • Lead contract related process improvement initiatives including contract creation, storage, data reporting.
  • Manage team of specialists responsible for producing and filing contracts and addendums ensuring adherence to SOX financial and other controls and will meet all internal and external audit standards.
  • Develop strategic and tactical performance metrics to support carrier performance meetings, decision making and carrier award selections.
  • Analyze datasets and statistics to determine budgetary impact and corporate signing authority.

Claims
  • Responsible for oversight of team working with Accounts Payable, DCs, Transportation Ops, Merchants, Vendors, Carriers, Insurance Providers and Inventory Control to investigate and recover claims. Investigation requires knowledge of multiple systems and in-depth research utilizing system tools such as RMS, RDM, and TMS.
  • Oversee and improve processes for systemically filing claims, documentation, and recovering funds to offset loss.
  • Recommend settlements internally and, as authorized, negotiate settlements on behalf of the company.

Reconcile claim payments with Accounts Payable Merchandise and Inventory Control

Process Management & Administration:
  • Responsible for problem solving and project activities internally and with 3rd party consultants with data collected and analysis
  • Negotiation of ad hoc rate quotes for all transportation modes as needed.
  • Responsible for projects and analytics to support procurement projects, cost savings initiatives or service improvement initiatives.
  • Responsible to support the stabilization of all files and systemic tools controlled by the procurement group.
  • Responsible for the maintenance of standard operating procedures and workflows for all job duties within the Procurement Administrative group
  • Lead or participate in special projects to support company growth or cost savings initiatives, as needed

QUALIFICATIONS AND SPECIAL SKILLS REQUIRED:

  • Four year Bachelor's degree
  • Minimum of 3 years Transportation experience
  • 5-8 years supply chain experience
  • Strong analytical and negotiation skills
  • Data driven approach to problem solving
  • Knowledge of transportation regulatory requirements
  • Broad working knowledge of transportation, contracts, pricing formats, contractual language, claims, RFP processes and insurance requirements
  • Must possess excellent written and oral communications skills and be able to communicate with all levels and departments both within and outside of the organization
  • Strategic & proactive thinking: ability to proactively identify long-term issues and develop mitigation solutions
  • Working knowledge of the full MS Office Suite: above average in Excel, Access and PowerPoint
  • Flexible team player, with the ability to multi-task in a fast paced, high growth environment


PHYSICAL REQUIREMENTS/ADA:

No unusual physical requirements. Requires no heavy lifting, and nearly all work is performed in a comfortable indoor facility.
