Senior Manager, IT (Network)

GENERAL PURPOSE:
The role of Senior Manager, Networking is established for the purpose of assisting in the development of Ross Stores goals and objectives; designing, engineering & the implementation of Ross Stores local and wide area network systems; providing 3rd level technical support; supervising and training department staff; managing assigned projects; and providing leadership in the areas of Ross Stores Technology usage.

ESSENTIAL FUNCTIONS:

• Responsible for account/ portfolio management through regular contact with Business partners in order to understand business needs. Brings knowledge of industry best practices and applies that information in discussing enhancements to existing technology or new technology solutions that may address those needs.

• Participates in Company wide project priority setting. Builds and leads a cohesive team of highly trained professionals, external technical experts and key users and coordinates their efforts in the support of existing production systems and in the execution of new store system projects, ensuring that:
o Detailed project plans are created, covering the entire systems development life cycle, and associated project budgets
o Requirements are defined accurately
o Systems are designed/coded or purchased that meet the defined requirements, and that execute efficiently
o Test plans and training plans are designed and executed successfully
o Build QA and implementation plan, approach and cutover plan to coordinate and roll out solutions across stores/business units. All required system and user documentation are created accurately
o Projects are completed on time and under budget and that anticipated business benefits are achieved.
o Build and maintain key vendor relationships, budgets, and schedule with project managers.

• Performs business analysis activities at the strategic, operational, and organizational level; working with key partners in the continual improvement of business processes within the company. Takes a leadership role in exploring and analyzing new application functions and technologies

• Provide 3rd level support for existing production systems. This will include the following:
o Assist support group in the defining and prioritizing of system problems
o For any engineering changes related to 3rd level support activities ensure all relevant documentation is updated appropriately
o Collaborate with the support team to ensure that system availability meets agreed upon service level agreements.

QUALIFICATIONS AND SPECIAL SKILLS REQUIRED:

• 15+ years of hands on experience in the design, implementation and testing of enterprise-wide LANs, WANs, WLANs, VPNs, VOIP technologies in large retail environment.

• 10 years successful leadership of a design/engineering network team

• Design and implement short- and long-term strategic plans to make certain network capacity meets existing and future requirement.

• Develop, implement, and maintain policies, procedures, and associated training plans for network resource administration and appropriate use.

• Practice network asset management, including maintenance of network component inventory, life cycle management and related documentation.

• Provides "ownership" of problem through final resolution.

• Plan, acquire, and coordinate installation of in-house and remote hardware and software across the organization's network.

• Conduct research and make recommendations on network products, services, protocols, and standards in support of network procurement and development efforts.

• Prepare RFPs, bid proposals, contracts, scope of work reports, and other documentation for IT projects and associated efforts.

• Perform cost-benefit and return on investment analyses for proposed systems to aid management in making implementation decisions.

• Negotiate with vendors, outsourcers, and contractors to secure network products and services.

• For new products assess, approve and administer all equipment, hardware and software upgrades.

• For new deployments manage and ensure optimal operation of all network hardware and equipment, including routers, switches, load balance, Wireless and VOIP devices.

• Establish and maintain regular written and in-person communications with the organization's executives, decision-makers, stakeholders, department heads, and end users regarding pertinent network activities.

• Full understanding of the processes required to troubleshoot complicated multifaceted IT systems related issues.
Preferred Qualifications:

• Undergraduate degree in information systems, computer science, or a related technical discipline, or equivalent work experience.

• Excellent knowledge of networking protocols and standards, including BGP, OSPF, EIGRP, IPSEC/SSL, MPLS, WLAN, SDWAN and SDN.

• Hands-on experience with design, configuration, implementation, troubleshooting and reporting in multi-vendor environment. Preferably to include Cisco, Juniper, Dell, HP and Palo Alto

• Knowledge and understanding of system flow charts, data processing concepts, and telecommunications principles.

• Certifications in areas related to network routing and switching: CCNP, CCDP, CCIE

Job requires ability to work in an office environment, primarily on a computer.
Requires sitting, standing, walking, hearing, talking on the telephone, attending in-person meetings, typing, and working with paper/files, etc.
Consistent timeliness and regular attendance.
Vision requirements: Ability to see information in print and/or electronically.
This role requires regular in-office presence, including to engage in in-person team interaction, meetings and collaboration, client support, mentoring, coaching, and/or feedback. However, this role can perform duties effectively using a combination of in-office and remote work.
