Operations Manager, Import Customs Compliance

GENERAL PURPOSE:
The Import Customs Compliance Operation Manager will lead, direct, manage, and maintain overall customs compliance operational procedures. This ensures Ross and its subsidiaries operate in conformity with all applicable laws and regulations associated with the importation of merchandise. Customs Compliance Managers are responsible for measuring corporate compliance ratings and maintaining a high overall compliance rate.

Responsibilities includes monitoring, auditing and maintaining all documentation required as part of overall Customs processes and procedure to ensure a high level of compliance as required by multiple governmental regulatory groups. Responsibilities also include; clearing goods in a timely manner, ensuring KPIs are met, classification activities pertaining to port arrivals are correct, and post audit classification activities.

This position is also expected to monitor regulatory and legislative changes within the industry to ensure port arrival strategies remain compliant as new products are implemented within the Ross international supply chain.

The Customs Compliance Manager is responsible for developing and maintaining collaborative partnerships and solutions with merchants, vendors, brokers and legal to ensure a balanced and compliant process, enabling the cost-efficient importation of merchandise while remaining fully compliant with applicable laws and regulations. Responsible for 3rd party coordination and oversight related to supplier management duties interfacing with freight forwarders, customs brokers, US customs officers, FDA, and external customers.

ESSENTIAL FUNCTIONs:
  • Responsible for insuring a minimum Customs risk level on all importation and exportation of Ross and Ross Subsidiaries merchandise, through development, execution and oversight of applicable Customs Compliance policies and procedures.
  • Able to conduct pre-classification activities, support oversight of all classification activities, and improve processes through post audit classification activities.
  • Responsible for the complete and accurate recording of all internal processes associated with international shipments, from procurement to payment, within full compliance of applicable laws and regulations. Responsible for assessment, management and reporting of risk.
  • Develop and execute strategy to support International inbound supply-chain integration for Ross inclusive of managing the activities of customs compliance, internal audit programs, and brokerage services.
  • Implement, manage and report internal or 3rd party audit activities to validate customs compliance. Develop improvement programs to support continuous improvements and on-going compliance.
  • Manage special projects for the department and company

QUALIFICATIONS AND SPECIAL SKILLS REQUIRED:
  • Expertise with Customs Compliance, Reasonable Care requirements, Recordkeeping requirements, GSP requirements, Documentation requirements, FDA requirements, future regulatory direction, CTPAT and overall understanding of import entry process, including experience with Customs Focused Assessment.
  • 8-10 years' management level experience with broad customs classification experience using the Harmonized Tariff Schedule in an international transportation or customs brokerage atmosphere
  • High level working knowledge of Microsoft Word, Excel and Access
  • Licensed U S Customs Broker
  • Bachelor's degree required, Prefer Bachelor or MBA degree in Transportation, Logistics or Business related
  • 1-3+ years Tariff classification experience classifying merchandise using the Harmonized Tariff Scheduled.
  • Must possess excellent written and oral communication skills and be able to communicate with all levels and departments both within and outside the company.
